Rocky concentrates his practice in the areas of personal injury, wrongful death, insurance bad faith, insurance coverage, debt collector harassment, West Virginia and Federal Fair Debt Collection Practices Act violations, oil and gas issues, dog bites and motor vehicle accidents.

On December 26, 2012, Governor Earl Ray Tomblin appointed Rocky as Senator of the 1st Senatorial District. Rocky was officially sworn in on January 7, 2013 with the oath of office being administered by Supreme Court Justice Robin Jean Davis. The 1st Senatorial District is comprised of Hancock, Brooke, and Ohio Counties and a part of Marshall County. Rocky was selected as Vice-Chairmen of the Banking and Insurance Committee and will also be serving on the Judiciary, Labor, Enrolled Bills, Government Organization, Military, and Transportation and Infrastructure Committees.

Rocky has obtained multiple million dollar plus settlements on behalf of his clients in a variety of personal injury claims. Rocky has also secured significant results for clients who have been mistreated by their insurance company. Rocky recently obtained a summary judgment on behalf of CAMC against AIG Insurance subsidiary National Union Fire Insurance Co. of Pittsburgh , Pa. for wrongfully denying coverage (Charleston Area Medical Center, Inc. v. National Union Fire Ins., No. 2:09-CV-00573, 2011 WL 2161534 (S.D.W. Va. June 1, 2011).

Rocky assisted as co-counsel for West Virginia University in its successful lawsuit against its former head football coach Rich Rodriquez. Rocky has also assisted as counsel in representing players and coaches in NCAA rule infraction violation investigations. He has also helped negotiate Division I coaching contracts.

Rocky was selected as a West Virginia Super Lawyer Rising Star in personal injury litigation and/or sports and entertainment law in 2010, 2011, and 2012.

Rocky received a Juris Doctor degree from the Wake Forest University School of Law in 2004. Rocky received a Bachelor of Science degree in Biomedical Engineering from Washington University in St. Louis where he graduated magnum cum laude in 2001. Rocky is admitted to practice law in the State of West Virginia and is also admitted in the 4th Circuit Court of Appeals and United States District Courts for the Northern and Southern Districts of West Virginia. Rocky is a member of the West Virginia and Ohio County Bar Associations. He is a former representative of the Young Lawyer Division of the West Virginia State Bar.

Rocky is the former Treasure and current Co-Chairman of the Ohio County Democratic Party. Rocky also co-hosts a weekly radio talk show – "The Legislative Watchdogs" – on AM 1600 WKKX which covers national, state, and local political issues.

Rocky is a native of Wheeling, West Virginia and attended Wheeling Central Catholic High School.
